On May 8, 2004, IPC organized the First World Ibom Peoples Political and Economic Summit in Houston, Texas in USA. Delegates representing various interests came from the United Kingdom & Ireland, Sweden, Canada, Akwa Ibom State of Nigeria, and the United States of America to attend the summit. The Akwa Ibom State government was represented by Prof. Akpan Ekpo, Hon. Commissioner Umanah Umanah, Gen. E. Akpan (IPC BOT member), and others.
Following a two-day deliberation with various delegates and the officials of the Akwa Ibom State government in attendance, a communiqué was issued. The success of the summit led to the unprecedented 3-hour communiqué presentation to the members of the State Executive Council chaired by Gov. Attah, and other well meaning Akwa Ibomites on July 19, 2004 at Uyo.
On top of the IPC agenda is the upcoming summit at Uyo which is organized in collaboration with the United Nation International Committee on Infrastructure Development and the Environment (UN-ICIDEN). The Summit will precede ICIDEN-Abuja 2006 which will take place on September 10 -16, 2006 at Abuja. Like ICIDEN-Abuja 2006, IPC Summit will be geared toward implementation of best practices. It will open up opportunities for analysis of the challenges, formation of partnerships and construction of implementation framework for statewide sustainable development.
For this reason, economic investment and various issues that impact upon sustainable infrastructure development in Akwa Ibom State will be addressed by a diverse group of participants, including leaders of grassroots organizations, policymakers, community and agency representatives, educators, women leaders, corporate officials and international experts. It is an undisputable fact that Israel is one of the smallest countries in the Middle East. But it has the largest economic strength in the region. This could be traced to its indigenes in the Diaspora, especially the Israelis in the United States. Akwa Ibom State is blessed with highly qualified indigenes in the Diaspora, especially in USA. Just like Israel, these brains can be used to transform our state.
In developed countries like USA, it is the private individuals or groups that build industries, set up companies, create employments, etc. while the governments (city, local, state, federal) provide the enabling environment. It is a fact that no sound economic development can gain ground without the latter. And the latter is not likely to occur without the people's re-orientation from the old attitudes of doing things, socially, politically and economically.
The summit will also establish ground for individuals to come up with ideas on how certain habits (ethics) can be changed in order for the overall goal to be achieved. We will want to hear from various individuals especially those who have been in positions of authority or positions to deliver services. We will like to know the difficulty encountered in providing certain services and how the experts can help in solving such problems. Example: security, cultism, traffic jams, water distribution, education, etc.
This gathering will provide platform for exchange of ideas with government officials, the local Chairmen and Councilors, community and organization leaders. The idea is to also identify areas of endemic problems regarding service delivery to the people. Our concern is not to chastise, castigate, or become critics. Rather, with the formation of the Think-tank group, we can come up with alternative ideas to produce a democracy that can serve the people.
